I would worry about dirty water splashing up on to udders. We have a lot of rain in UK. . I like desiccation as a means of reducing bacterial challenge.

Water and humidity is always extra risk for mastitis! However heat stress also is!!

If the cows like it and they use it and the water can be easily cleaned away (scraper/grids) it's a good solution. It was really hot this summer here in Switzerland. Cows didn't want to leave the barn and no food in the fields.
